Featured Projects

In partnership with Creative Community Builders and 10 x 10 Studio, Forecast worked with the City of Bloomington, Minnesota to develop and complete the Bloomington Citywide Creative Placemaking Plan.

Bloomington Citywide Creative Placemaking Plan

LOCATION: Bloomington, MN

DATE: February 2024 – March 2025

CLIENT: City of Bloomington, Creative Placemaking Commission

The City of Bloomington’s Creative Placemaking Commission looked to expand their impact by developing a comprehensive Creative Placemaking Master Plan for Bloomington, Minnesota that aligned with the City’s strategic plan and built off the previous South Loop Creative Placemaking Plan. As the lead consultant, Forecast developed this plan by incorporating a thorough and creative community engagement strategy that involved local artists. Through the development of this plan, the City hopes to leverage creativity, art, and placemaking/placekeeping strategies to promote social, cultural, and economic activity.

Throughout the project, the local engagement artists had nearly 1,000 community interactions. Forecast analyzed this input and wrote recommendations for this citywide Creative Placemaking Master Plan, which was approved by city council in March 2025.

A Public Art Strategic Plan for Waco

LOCATION: Waco, TX

DATE: October 2021 – December 2022

CLIENT: Creative Waco

Our team created a new Public Art Strategic Plan for Creative Waco and the City of Waco. A plan gives cities the tools to be more in control of their public art. When we work on public art strategic plans, we hire local artists and meet communities where they are at to find opportunities to support and advance arts and culture for residents and visitors. This time, one of those artists illustrated the plan. Tapping into local resources, we hired Tashita Bibles and Chris McGowan to design and implement pop-up events throughout the city, discuss public art with hundreds of participants in person, and promote our English and Spanish community surveys. Raj Solanki, local comic artist and freelance illustrator, created our graphic visualization of the plan.

Botanical Bar led an interactive plant workshop after an Art Walking Tour along the Indianapolis Cultural Trail.

Participants joined Forecast for walking tours of public artworks along the trail and shared their thoughts about the future of public art on the trail.

Indianapolis Cultural Trail Comprehensive Public Art Plan

LOCATION: Indianapolis, IN

DATE: Ongoing

CLIENT: Indianapolis Cultural Trail

The Indianapolis Cultural Trail (ICT) is both a linear park and an organization. One of the organization’s goals is for the Trail to be a destination for both arts and culture experiences and Indianapolis-based artists. The ICT also aims to celebrate diverse experiences from artists around the world.

Forecast is leading the development of a Public Art Comprehensive Plan for the Cultural Trail. Our team developed and facilitated the public outreach and community engagement activities. We are synthesizing data and developing a 5-10 year action plan that will guide the future of public art for the ICT.

The plan will set an ambitious course for the Cultural Trail’s public art program over the next five to ten years. The Comprehensive Plan will:

build upon previous investments in public art along the Trail;
complement the unique design, urban setting and landscape of the Trail;
identify sites and spaces for incorporating new art placement and cultural programming; and
be inspirational and bold.
