Forecast Public Art is hiring a Program Manager

There is ongoing demand by private and public partners seeking our support to engage artists in creative problem solving. To help meet this demand, we are hiring a new Program Manager with strong project management skills, interest in our mission and values, and familiarity with the field of public art. This member of our highly independent team will be responsible for managing, coordinating, and developing programs to support Forecast’s strategic direction. This is a remote position that can be based anywhere in the U.S.

The Program Manager is responsible for managing, coordinating, and developing programs to support Forecast’s strategic direction, as well as creating and managing long term goals. You’ll be in charge of developing budgets and operating plans for programs and projects, writing funding proposals, and coordinating activities and making decisions between multiple projects to ensure they align with Forecast’s goals. You will be responsible for contract and client management and financial management for program areas. You will create new systems, manage existing systems, and be responsible for managing the performance of subcontractors and others working on projects.

The Program Manager will be responsible for consulting services across our five program areas: Forecast Forward, Creative Studio, Planning + Engagement, Learning Institute and Change Lab to serve the public art needs of a wide variety of constituents. The Program Manager focuses a majority of their time in Creative Studio and Planning + Engagement work, which includes consulting work for—and partnerships with—organizations, educational institutions, government agencies, businesses, nonprofits, and other public and private groups seeking public art plans, artworks, events, workshops, presentations, tours, etc. and bringing client and partner ideas to fruition. The Program Manager coordinates projects and provides technical assistance, facilitation, and other offerings to advance and strengthen the field of public art.

We are highly independent and do not work in an office; you will be working remotely. We spend a lot of time in zoom calls, on phone calls, and doing work on computers. We practice agility and support one another with resources and information. We foster a high performing, independent culture, where employees are accountable for their actions and have the independence to make decisions regarding their work. We maintain a hierarchy within the organization and regularly collaborate across departments.


Creative Studio and Planning + Engagement (90%)
  • Consulting projects and services (80% billable hours)
    • Program Management: managing new and existing program areas, making decisions across programs to ensure alignment with Forecast’s goals, developing budgets and seeking funding, and apply change, risk and resource management to programs.
    • Prospecting: contacting leads [sometimes making cold calls], holding initial meetings with prospective clients, discussing their needs and Forecast’s services, developing a scope of work, generating contracts and agreements.
    • Project management: pulling together collaborators to fulfill a scope, driving project timelines, tracking and managing project budgets, managing subcontractors, interns, and contracted personnel within projects, maintaining excellent client relations and client retention.
    • Project work: typical projects include Public Art Master Planning, Community Engagement, Public Art Mapping, Community + Environmental Scanning, Artist Commissioning, Public Art Curating + Programming, and Artist Residencies.
      • Responsibilities will change based upon the type of project, but could include: research and planning, facilitating community meetings, engaging individuals, groups, and organizations through art to address issues that impact wellbeing, synthesizing information, writing and designing reports and documents, suggesting actionable items for clients, collaborating and cultivating relationships, public art mapping activities and development, locational analysis, understanding conditions of a community, analyzing existing and future plans and identifying public art opportunities, define goals for projects, facilitate artist commissioning processes, create RFQ’s, distribute to artists, assist with artist contracting, curate public art exhibits, planning events, managing temporary installations, and more based upon a client’s needs.

    • Track and report monthly on existing program activities, invoicing, and prospect development.
    • Outreach and development of potential clients.
    • Long-term strategic planning for program areas.

    • Grant development, writing, and reporting.
    • Systems tracking, expansion, and development.
  • All other duties as assigned.
Forecast Forward, Learning Institute, Change Lab + other organizational program needs (10%)
  • Coordinate Forecast Forward events, including organizing speakers, space, content, and other event and summit logistics.
  • Develop workshop and curriculum content for the Learning Institute. Deliver content and facilitate workshops.
  • Provide logistical support to Change Lab initiatives and fellows.
  • Work with marketing and administrative staff to update blogs, social media and website, develop content for newsletters, editorial team and development/communications as requested.
  • Develop multimedia content.
  • Participate in organization wide planning and strategy efforts.
  • Participate in program specific fundraising strategies and efforts.
  • Prepare for Forecast directors to speak at engagements, national conferences, and public forums.


  • Excellent and confident communication — written, in person, on the phone, and via web conferencing. Fluency in languages outside English is a plus.
  • Savvy on the computer — including Microsoft Office, Google Drive, and PowerPoint. Familiarity with Adobe Suite, Quickbooks, Sales Force and TimeSheets is a plus.
  • Comfortable with contract documents — ability to learn, read and interpret complex documents and explain in layman’s terms.
  • Strong problem solving skills – asks questions to discover information and underlying issues, then rolls up sleeves and get things done.
  • Manage decision making and prioritization across programs and projects.
  • Ability to use existing practices as guidelines to determine work methods while working independently and resolving most problems without assistance.
  • Highly self-motivated, achievement-oriented, with the ability to work individually and in teams.

Experience and QualificationsRequired

  • BA degree and minimum of two years of experience as a lead consultant in the public art field or a related field [planning, landscape architecture, architecture, design, development, studio art], including experience with project management, creating strategic plans, presenting at conferences or city council meetings, and commissioning art. Commensurate experience may substitute for education.
  • Knowledgeable about the public art field.

Experience and QualificationsPreferred

  • Courses or major in landscape architecture, design, public planning or arts administration.
  • Certificate in project management or facilitation.
  • Knowledge of graphic design and the creative process, public art, community organizing, and social practice in the arts.
  • Marketing and website design experience.
  • Experience in survey creation and analyzing and presenting results.
  • Experience with Adobe Creative Suite, Photoshop, Illustrator, In-Design and Sketch-up/Rhino, map making and 2- and 3-D modeling experience.
